Is it possible to always have the legend visible in ArcGIS online instead of only having it visible when the mouse hovers over?

I am trying to figure out a way to keep the legend visible as soon as the map loads, instead of having it visible only when the user hovers over legend.  Please let me know if anyone can help with this situation.

Can you provide a screen shot of where the legend is you are talking about?

Is this on a webapp or in AGOL map?

Here's the 2 screenshots.  It's through the story map app.  The legend (although it shows layer icon) is only available when the mouse hovers over top.  I was wondering if it's possible to always have it visible.

Which version of story map? Are you going to be hosting this or will it be hosted on AGOL?

Do you mean am I using a template?  I am using the most updated online version... no template.  I will be hosting.

I see, the Story map builder. If you are hosting then it should be possible. I will have to look at the code and see where the legend is located.
