IIF Statements w/ text fields

Is it possible to base IIF statements off of text fields instead of true/false? 
Since we can't auto calculate fields based off values in other fields (No I cannot use the field calculator, this needs to be instant for the end user) I was settling for a pop-up value.

In this case the "Type" "Bus Shelter" should have a set cost, and the feature "Bus Pad" should have a different set cost. Am I stuck? Feeling pretty frustrated with the limited capabilities here.
