Have you added the satellite image to Content in ArcGIS Online?  Once you have done that you should be able to add it to Scene Viewer.

I would like to suggest checking the excellent tutorial on Get started with Scene Viewer to gain a better understanding of how to get the best out of it.

This is possible by uploading the raster to ArcGIS Online as a Vector Tile! You can then add the Vector Tile layer to a Scene. There is a community post you can find here on the same topic.

@Hillary_E , it's both fascinating and counterintuitive that rasters can be published as Vector Tiles.   Is this a lucky glitch, a badly named data format?  Tile package (tpkx) would make sense,  vtpk I would never have guessed.  I'm keen to lean more, do you have links to info on using vector tiles for raster data?
