hyperlink into a legend

I have a web map and a web app. The Web App shows the legend with appropriate items es expected.

Is there a way to embed a hyperlink into the layer name inside the legend? I tried using

<a href="url">link text</a> for the layer name in the web Map hoping this would transfer into the application legend but "<" ">" are not valid chars for layer names. any suggestions?

I am currently using "Public Information" template, however I can switch to any template but one of my app requirements is to have the legend appear on a side panel by default when the app is opened without any user interaction required. If the legend is shown by default in another app and has the capabilities to use hyperlinks in them that would be ideal.

   If the app is hosted on AGOL and not your own server them I don't have an option for you. But if you are downloading the app and hosting it on your own web server then I can help.
