Hello - This has occurred in the past: We push hosted layers to both ArcGIS Online and to Portal (10.9.1). We use State Plane HARN (wkid 2882) and allow Online and Portal to just handle the transformation.
With the June 2022 Update, it appears that the transformation 'NAD 1983 HARN To WGS 1984 2' is not being honored:

The 'ParcelHosted' layer is a parcel layer hosted directly to AGOL. It is the layer with the blue fill and orange outline. The 'Parcels' layer is a parcel layer hosted to our Portal, and then sent to AGOL via collaboration. It is the layer with yellow fill and black outline.
The shift is on average about 3 feet, which is what I would expect if a transformation isn't being handled again. Something similar occurred here:

And it turned out that at Pro 2.7.3 an 'Additional Transformation' was need in the Pro map, even if just sharing a single layer from an sd file. That does not appear to be the case here, since the 'additional transformation' is still in my maps at pro 2.9.3. (soon to be pro 3.x).
