Enterprise Portal feature layer creation locked service error

I'm attempting to create a feature layer from a template within my portal environment. More often than not, i get:

Error:
The service is locked because it is modified by another thread

It does create a feature service, and i can load it into a map, but i can't be sure it's functional. I wasn't able to find any references to it online so i'm unsure the validity of the error or the data.

Enterprise is 10.8.1
