Does a layer need to be hosted in ArcGIS Online in order for it to show up in a story map used by a Viewer license?

I have created a story map that contains web apps but when we test how it looks with a Viewer license, we get a message that a specific layer cannot be added to the map. Does it need to be hosted first? Does it need to be shared publicly?
