Cannot connect to server machine

One of my feature layers are not working. When I click on descriptions it brings up an error stating it cannot connect to server machines. Looking at the URL I am receiving these notifications. Can anyone tell me what is happening and solutions to fix this? I'm thinking it has to something with the firewall, but I am not familiar with IT. Thank you.
