Can't change visibility range of raster data

I can't change the visibility range of raster data in my web map. Looks like it is stacked on some default values. I am the owner of the web map. I didn't set "In Beyond" or "Out Beyond" in ArcGIS Pro Desktop. I've tried different methods Raster Dataset layer, Mosaic Dataset layer - same problem.

Having this problem also, visibility range will not extend beyond City level (Raster).
