Can I add layers to a service without overwriting it?

Hello,

I would like to update an existing service every two weeks. The only change would be the addition of 3 raster layers for each update.

I know I can overwrite the entire service but then I would have to upload the entire service each time - I'd like to avoid this as the service would get bigger and bigger with time.

Is there any way to add just the new layers and leaving the rest untouched?

Simply put, there is no way to add layers to a map service without overwriting the service, unfortunately.
