Currently, only map owners are allowed to create Map Areas under Map > Settings for offline use in Collector. For larger programs with many maps, it would be far more efficient to let a knowledgeable end user, (i.e. a local manager) create their own map area for a specific work zone. They could more precisely determine the needed area and share the workload for creating such work areas (which could number in the 100s for a statewide program) with the map owner.
