Allow for User Level Permissions inside of a group

We are on an Enterprise System using Portal.
What I would like to see is an option inside of a group to allow only specific users to utilize and see specific applications in the group.
Example. I created an enterprise project that is being used by a number of people in my company. It involves a Web Mapping Application, a Web Map, and a Dashboard. Only two people in the group are to be using the Web Mapping Application and dozens are using the Web Map in Collector. In order to keep people from accessing the Web Mapping Application I have to create a second group and only let those two people in. It would be very good, for this and many of our other applications, if there was an option for sharing of a specific application to make it user by name only access.
