Add Attachments to Non-queryable Public ArcGIS Online Feature Layers

I came this issue when I was trying to create a public-facing Geoform that allowed users to add attachments but the attachments kept failing. I found anonymous users could not successfully add attachments to an editable hosted feature layer with these edit settings:

I want to collect information from the public, with attachments, without anyone being able to discover the data collected (unless a read-only view has been setup for this purpose). There are some okay workarounds, like creating a feature layer view and use a view definition to only show features created in the last x minutes (Cannot attach images in Public Survey ) but this is not ideal.
