Add ability to export using UTC time offset

Is it possible for ArcGIS  to have an option to export feature services to *.csv using UTC time offset instead of UTC+00 time?

It is fine to store all dates and times in UTC+00, but I think it would be helpful if there is an option to export it in our local time. Therefore the dates and times in *.csv will still using the local timezone.

But once it exported to *.csv, 'A Time Question' field is changed to UTC.

After exported to *.csv, the field is no longer in UTC+7.

Same issue has been observed in our organization. 

Datetime data hosted in AGOL is stored as UTC (+00), however, it is presented as the machine's local time zone (EST -4:00) while viewing through AGOL Data tab or Map Viewer:

Once exported to csv. the Datetime field displays as the UTC time zone opposed to the machine's localized time zone observed previously:

If there are any updates on how to export with the UTC offset according to local machine time zone settings. Please update.
