Looking for some help on creating a status bar for an instant app.

Hello. I'm looking to create a status bar similar to the one used in the ArcGIS solution (ROW Permit Manager). See snip below.

Ultimately I cannot find direct support for this, and understand that it needs to be configured on the pop-up in the map.
