Whats the best tool to find the best place to build a public bath?

Hello, i am looking for a tool to find the best places to build a public bath. I have a shape file of a country, separated in smaller parts. each part has different numbers of inhabitants. and i know that certain pecentages would travel 30min/60min/90min/120min. whats the best way to find the best places?

reversing the process, by locating a feature, then trying to see how many people would fall within the specified service areas would be easier otherwise you are into general modelling... have a look at this link if you have the Network Analyst extension.
