Utility Network Analyst toolbar disabled

I'm trying to do some analysis of my street network, but the Utility toolbar is always greyed out. I've got the Network Analyst toolbar working fine, but I can't even select a network in the Utility toolbar. Any suggestions? I should have all the correct licenses and active extensions.

The utility network toolbar does not require a license. It is included with the base product.
But it does require a "geometric" network to work with. It does not work with network datasets that the Network Analyst works with. Perhaps that is what you are missing.
