using distance and time impedance (Location-allocation analysi)

I'm using ArcGIS 10.3 and I'm doing an analysis of (Location-allocation analysi)

my question is whether there is a way to use distance and time for analysis

distributors need to analyze and take into account the distance and time to time

would be very grateful if you give me a tool to do this or if there is a procedure to achieve it

If you are looking for including time at which a delivery can be made and the time it takes to unload the goods, you may want to look at: Exercise 7: Servicing a set of orders with a fleet of vehicles

Scroll down to "Adding orders" and you will see:

...The attributes of Stores contain information about the total weight of goods (in pounds) required at each store, the time window during which the delivery has to be made, and the service time (in minutes) incurred while visiting a particular store. The service time is the time required to unload the goods.

the problem is this I have 7 distributors need to see if you need to remove or put a distributor

The dilemma is this, what is the best analysis, time or distance

my bosses want to take both distance and time

I wonder if there is already a process for taking into account time and distance

using Location-allocation
