Wondering if there any way to set up  the OD Cost matrix layer to output costs for only  the paired set of origins  and destinations (the paired origin and destination have a 'Pair_ID'  field that have same value)   rather than the N x N (from each origin point to each destination point)

If you want to specify pairs of origins and destinations and actually control which origin links to which destination, you can use the Route solver.  When you load Stops, map the Pair_ID field to the RouteName field.  This will ensure that a separate route is created for each pair.

There is a Destinations to Find option cited in the help file to limit the pairing OD cost matrix analysis—Help | ArcGIS for Desktop

Destinations to find

You can choose to generate a cost matrix from each origin to all destinations. Alternatively, you can limit the number of destinations to find per origin by entering a value for Destinations to find.

Individual origins can have their own values that override the Destinations to find property. Entering a non-null value in the TargetDestinationCount property of an origin overrides the default destinations to find.

Is this reference in my link a different access to the property Melinda?

Hi Dan.  The TargetDestinationCount property refers to the NUMBER of destinations to find for each origin, not the specific destination IDs.  With OD, you can control how many destinations to find, but you can't specify which ones.
