New Route/Stop Creation

I'm working on a project determining new routes and stops for public transit in Perth, Australia. I have the current routes as a line layer and current stops as a point layer. I know where I want new stops to be. I would like to know if Network Analyst tools will absorb the current route and stops and if it will then create routes to the new stops. If this is possible, please walk me through the process. Also, please let me know if there's another way to create these routes outside Network Analyst. Thanks for any help provided.

Starting with ArcGIS Pro 2.4 (just released), you can now create network datasets with public transit routes, stops, and schedules, and then perform analysis using that network dataset to analyze travel by public transit.  More information here: https://pro.arcgis.com/en/pro-app/help/analysis/networks/network-analysis-with-public-transit-data.h...

However, you don't need all that if the only thing you're trying to do is to create a line feature connecting some transit stops that you will edit into the map.  For that you should just be able to use the Route solver to generate a route following the streets between your new transit stops.  Tutorial for Route: https://pro.arcgis.com/en/pro-app/help/analysis/networks/route-tutorial.htm

Thanks Melinda.

I ran the Route solver to generate one new route connecting all my new stops. Is there a way to import pre-existing routes into the route solver like you can import stops. I'm trying to figure out if the route solver will determine routes that will append to the existing route network.

No, there's no way to do that.  If you want to append the new route segments to the existing ones, you could just generate the route for the new stops and then merge the features with the existing ones.
