Create a table that shows sidewalk connectivity between blocks

I have a shapefile of a sidewalk network that has many gaps. The sidewalk network is linked to census block centroids. How can I create a table that indicates whether each block is connected with every other block in the area I am analyzing, using 1s (connected) and 0s (not connected)?

Do you have the network analyst?  I added some tags.  There are alternatives that can be offered if you dont
