We have 500+ freight lanes that move between different combinations of origins and destinations. We have about two dozen certified scale locations. Each freight movement must start at an origin, visit a certified scale, then go to the specified destination. Some origins may be closer to one scale, while the corresponding destination may be closer to another scale. Is there a way to use closest facility (or another tool) to select a certified scale that minimizes distance, with regard to both the origin and destination?
