A cost in location allocation but not distance or time

Is it possible to make the cost in location allocation network analysis to be something different than time or distance of lines of the network? I have my own attribitue data for lines that I want to make one of the colomn as a cost data not the length or traveling-time consideration.

Any idea? thanks in advance

during the network build process you can set the costs to use if the data are in the table used to build the network

A quick tour of the ArcGIS Network Analyst extension—Help | ArcGIS for Desktop 

check the section on network properties, when using a wizard construction... there are code equivalents... just look at NA in arcpy help
