ArcGIS Monitor 2023.3 failed to connect to database after updating runas user

I have configured ArcGIS Monitor using .\arcgis runas user. I changed it to use a domain user. I also updated folder permissions on the database folder and installer folder to ensure the domain user also has full control. But when I did this, Monitor couldn't connect to the database anymore and so I can't login. The user does not exist.

How should I go about fixing this issue. Fortunately it's a recent setup so I can start again if I must.

Just resolved this. 
STOP the monitor service.
Copy the folder (and all its files) from the old runas user's AppData\Local\ESRI\ArcGISMonitor and paste it into the new runas user's AppData\Local\ESRI\ArcGISMonitor. If there's already a folder here for the new runas user, rename it (_old) first before pasting in the folder.
START the monitor service and check you can log in and everything is configured as expected.
