How to labeling the sounding in S101

I converted the 000 file of S57 standard to S101. As shown in the figure(left is s57,right is s101), the sounding have become multi-part point features according to the specifications. I want to know how to labeling them (just like the original S57). (I tried to extract the Z value of this multi-part point. But for each point in the multi-part point, their Z values are the same.)12.jpg

I'm sorry to be the one to tell you - but you can't! 

ArcGIS PRO doesn't support labelling each point in a pointset differently. Something some of us has asked for many times.

However, if you use the mapping file provided in ArcGIS PRO (C:\Program Files\ArcGIS\Pro\Resources\Maritime\S-101FeatureClassSubtypeMapping.xml) soundings should be mapped to a point feature in stead of a pointset featureclass - but it ain't working!

Thank you for the information.  it seems infeasible to use different annotations for multiple points. However, from a regulatory standpoint, the sounding  is a multi-point component. Of course, I could convert the multi-point data into point features, but that would not comply with the S-101 standard.
