Display map at certain position ? Vector support ?

I dont really need the High-Precision Framework since i only need a flat 2D arcgis map being displayed at a certain old unity position ( 0,0,0 ). 

However since the HP framework is being used, i cant really get that working... Furthermore i have the feeling that vector maps arent supported since the map is pretty low resolution.

How do i display the map ALWAYS at unitys 0,0,0 coordinates ? And how can i increase the maps resolution ?
