two shapefiles won't show on map at the same time

I have two shapefiles, polygons, representing adjacent areas on a map, if I Zoom to Layer on either layer, that layer will show on the map but the other layer will not.

Both shapefile  have:

Projected Coordinate System:  NAD_1983_UTM_Zone_15N

Projection:  Transverse_Mercator

Geographic Coordinate System:   GCS_North_American_1983

Datum:  D_North_American_1983

I may have "projected" one of the shapefiles and may have projected it incorrectly.  Does anybody have any idea what is wrong here?  Or how I can fix it?

Check the layers position using correct base map.

Make sure that layers are it the top in TOC.

Thanks Abdullah, I checked the things you mentioned and they were ok.  I think one or both of the files were corrupted.  Fortunately I was able to replace the files and the new files displayed fine.
