Issue running the CM_setup_V4 tool

I am getting the following error when I try to frun the CM_setup_V4 tool to start work on a project to update addresses:

I was given an unzipped file containing the project.  I am putting in the city boundary which is a polygon.

I am not seeing anyone else with this issue so far.  Do I have to unzip the file myself to my computer for the program to work or is there a new version I should use?

The issue has been answered, it is an issue with the tool and how it runs with ARC 2.9.0.
