I am using the "World Administrative Divisions" Feature Layer to aggregate global gridded weather data on subnational regional level.
As main identifier I am using the provided ISO codes for subdivions. Since the description of the feature layer indicates that the definition of the boundaries are current to January 2020, I assumed that the ISO codes would also match the official ISO code definitions (ISO 3166-2) at that time. However, I noticed that several changes in the official ISO codes introduced in the previous years are not included in the feature layer (e.g., addition of subdivisions in Kazakhstan in 2016 and 2018 or re-definition of subdivision codes of Morocco in 2018).
Therefore, I was wondering whether the ISO codes provided in the feature layer aim to match an older version of the official ISO codes or whether there are additional principles/rules for Esri to include (or to not include) certain divisions and ISO code changes?
