Urgent help : Maximum Coverage

Dear All,

I would like to have your support, i am developing a GIS Web application using Javascript API.

I have to develop one functionality to place cars in the map in order to cover the all city area.
The user will enter a specific number of cars and he will enter a thresholde which is the drive time polygon around each car and the functionality should place the cars in the map in order to cover the all area.

I really need your help :(, any answer will be the most welcome.

What i need exactly is how should i proceed  in order to start developping this functionality, i am using Javascript for this web application.

Thx jgravois for your replay i already try to use the link you sent me but it didnt help me a lot.
If you can provide me with an other sample regarding the location allocation concept (maximum coverage) or something related to the concept of dispatch cars in a map to cover an area i will be veryyyyyyyyyyyyy grateful
