The action bar section doesn't stick to the bottom of the popup. For instance, when you open a popup near the top of the map it is placed at the top above the content section. See video and reproduce at https://developers.arcgis.com/javascript/latest/sample-code/popuptemplate-function/.
Is this the intended behavior? How does one prevent?
Have this same question, any idea why this happens or how to control it? I'm looking to try to include the Zoom to button to be within the actionBar.
