Is it possible to add a layer above the street names in the Imagery Hybrid web maps?

I am using the ESRI Imagery Hybrid WebMap, and adding graphic and feature layers to it.  However, the street names from the WebMap, VectorTile_7259, always cover any graphics that I've added in the layers.   I've even tried reordering layers to try to get mine on top, but to no avail.  And I've tried other versions of the Imagery Hybrid web maps.
Has anyone else had luck with this?  Is it even possible?

You should be able to go into the basemap properties and click the 3 dots and move it from basemap. This will bring the hybrid reference layer into your content pane with other layers and you can reorder layers to bring them above.  If you have done this, you might have to turn imagery hybrid off and you could maybe try another one from the Living Atlas.
