How to publish a JS/Python as a web-based tool?

I plan to create a geoprocessing tool using JavaScript or Python, and then publish it as a web-based tool.  What is the general procedure to do it?  Should I use ArcGIS Server ADF?  Or can the script be published as a web service?  Thanks.

What will your tool do? That will determine which technology you will use.

Don't use Web ADF, though. That is obsolete.

jacobsj:  Thanks for your review and post.  My application will be Desktop application.  I might develop a toolset programmed in ArcObjects (coded in C# or VB) for it.  I will close this post also.
