How to make custom app available in Portal 10.9.1?

I'm looking to make an app (created with ArcGIS Maps SDK for JavaScript) available on Portal for ArcGIS 10.9.1 (behind a firewall). I stored the .html file on a shared drive.

What's the workflow?

Any documentation on where to store the .html?
