How to create a feature layer using csv file and publish the layer in Arcgis Online

Hi All,

I'm currently working on the join feature using JoinOperation REST API. For the target layer, it expects a feature layer input, however, I have just a CSV file. How can we convert CSV file to feature service layer and publish. I'm new to ArcGIS JS , Any suggestions or links would be highly appreciated.
