First post (please be gentle) - offline maps for Windows based touchscreens

Hi there, any help would be appreciated on this please as I've not used ArcGIS before.

A client has approached to us produce an offline version of a map, they've provided some sample shapefiles (?) and other formats but it's not something I recognise.

So, before I reply to him I could do with some expert advice please...do I need to purchase any ESRI software to do this?...is this possible to work without and internet connection?...is this possible as a Windows app or HTML / Javascript files
