According to the docs: "Disables all mouse events on the graphics layer." However, it doesn't seem to be the case for the click event for infoTemplate. Tested with mouse over and it is working. Easy enough to set unset infoTemplate on the layer, but seems like it should affect the infoTemplate popup too.
