'Create a Web App' button missing in configurable application template

Created custom JavaScript application and added it to ArcGIS Online as configurable app template. Unfortunately app item created by ArcGIS allows only to "View Application" without "Create a Web App" option.
I would like to have ability to "Create a Web App" the same way other app templates (eg. Minimal Gallery) do:
Anyone knows what I missed?
