Converting textual information to lat/long is known as geocoding, and requires an address locator service. See the help topic on geocoding for further information.
I'm not sure where you can obtain an address locator which contains township, range and section, but other people might know. Google's address geocoder might handle it - try the instructions here to see whether it works.
