Calcite-Action-Group Not Showing Unexpanded Items

Hello,

Before I updated to v4.33 I was able to add custom actions to my popup and they used to show up when clicking on the '...' in the popup.  I'm not sure what's happening, but the options now don't show up passed the 2 that show up below.

Now when I click on the '...' nothing happens, however when I switch popups I can see them show up for a split second and then disappear.  This used to work in previous versions.

I can see the actions in the debugger, but for some reason the items in the red box below don't show up when I click on the '...'

CSS issue in 4.33 is not working correctly, verified this by switching back  4.31 and then the dropdown in the popup starting working again.
