Hi,
Basemaps (TileLayers) are flickering/flashing or showing large white bands when the opacity/transparency is set to something inferior to 1.
This doesn't do it in 4.12 but it does in 4.13...

This is a really limiting issue for us. Any ideas? Am I doing something wrong?
Not seeing this in Chrome or Firefox on Mac, is there a browser/OS combo you are seeing this on?

Please check this, it also happens on several other computers.
I'm not seeing this in the provided code pen using Chrome on Windows. Maybe it could be a graphics card issue?
EDIT: I don't see this issue in Microsoft Edge either.
Kimberly McCarty Happens on one (only this one) of our development machines too when using either our own developed application or the attached sample - see attached screenshot.

This behavior is definitely not correct. If you are experiencing this issue can you list what CPU and dedicated GPU (if it exists) you are using? We will try and get access to a machine where we can reproduce the issue.
Or you can post the DirectX Diagnostic report:
1. Press Windows Key + r
2. Type in dxdiag -> OK
3. Click "Save All Information"

Seems to be related to processors with Intel HD 630 graphics. I've just put in a request for a machine with this GPU, and we'll try and reproduce.
