I checked Index | API Reference | ArcGIS API for JavaScript

for ArcGIS 4.0 beta. I see that many features of 3.0 version

API Reference Overview | API Reference | ArcGIS API for JavaScript

are not found in 4.0. For example  esri/toolbars, ArcGISDynamicMapServiceLayer

and many, many other. Is this the final version of 4.0 or missing features will be added later?

ESRI - Status

Version 4.0 is in the initial beta phase. We are planning multiple betas before the 4.0 release next year. It is important to note that the first beta is primarily a developer preview with limited functionality and that the existing 3.x API is still supported and being developed.

Best thing they could add to the API 4.0:

AGS JS TOC --   http://gmaps-utility-gis.googlecode.com/svn/tags/agsjs/latest/examples/toc_amd.html

current toc in API is more limited and we will continue with AGS for now.

Second best: incorporate Robert's Identify or create an Identify dijit.

Third: 3D. But that's coming. And it's awesome. Good job on 3D, Esri, very good. The 3D with the high-detail Pictometry derived obliques is AWESOME people. SimCity, rectified. This is why I love doing GIS. I imagine it will be helpful and even save lives! For search & rescue, police & fire, etc. As well as an incredible tool for planners and businesses, like with shadow modeling tool. That is just cool.
