Can others confirm? Both the API and SDK download links are working for me.

Same here!

While http://js.arcgis.com/3.7/ is perfectly redirecting to http://js.arcgis.com/3.7/init.js, this page stays blank.

Which actually means that my live web app is broken; had tens of users complaining already...

I also cannot reference the api either.  None of my apps are working.  The error i am getting is:

TypeError: n.specificity is undefined

The resource from this URL is not text: http://js.arcgis.com/3.7/

All of the samples are also not working.

It looks now like this is a broader problem; see for example this map by Esri Nederland http://esrinederland.maps.arcgis.com/apps/SocialMedia/index.html?appid=0d90f9eb76954119a4d7c1982aa88....
It's also crashing, due to the API that is not loading.

EDIT: Just spoke to my contact at Esri Netherlands. Seems to be a problem with the API, the US Guys are on it.

I'm guessing they are getting ready to release the next version of the API as I saw an update to Silverlight was posted yesterday.
