The problem is that from an aplicicon created in arcgis viewer for flex 3.7.I downloaded the application to dispatch it from my IIS server, but when I zoom in on the image a gray background appears with the message "map data not yet available". This same service on a web map works correctly and does not give that message. What parameters can I put in the config.xml so that I can control the view and that message does not appear?
The Flex Viewer was retired in June 2016 so it won't contain support for updated capabilities available in web maps. Your best bet might be to migrate your Flex Viewer app to a new app - maybe check out the Web App Builder
