Public Notification Instant App Not Honoring Popup Formatting

Hello,

I am working on creating a public notification instant application to replace the public notify widget as we plan on retiring our WebAppBuilder apps and move to Experiences. Working inside Enterprise 11.5. 

Everything seems to be functioning fine otherwise. I have two layers in my map for the instant app, one focused on property owner notifications and one focused on site address notifications. These are working in the current widget in this form. 

Unfortunately, it appears the export is spitting out the owner records as single lines of tiny text and ignoring the formatting of the popup. The site address notifications seem to work as intended.

Here is a screenshot of the popup for owner address in MapViewer:

And here is the result when exported as a PDF for 2 5/8 x 1 inch labels:

Contrast that with the below popup configuration for the site address:

And the 2 5/8 x 1 inch label export results:

I am out of ideas on why this is behaving like this. The formatting, layer set up in the webmap, and process to export are duplicated, yet I am receiving these two results.

Any help would be greatly appreciated!

The formatting of the popup was lying to me. I just simply redid it from scratch and made sure that I didn't allow the attributes to auto-fill and it works now.
