Manager App Select Features and Zoom in Map Incredibly Unreliable post AGOL Update

I have a Manager Instant App. Cannot select or zoom. Map eventually freezes inside app. (hosted in ArcGIS Online)

5 users trying, appear to all be on the same Edge version. It seems to possibly work initially and then eventually no longer allows to select or zoom in and out in the map area. I have given the team clear instructions: open map tools, activate selection tools, activate drawing tool, draw box in map to select, making sure appropriate layer is selected from layer dropdown. Some can draw the selection box, some cannot; some can draw and that triggers the freeze and doesn't select.

User 2: no issue, works in Edge and Chrome but chrome wasn't updated, didn't do windows 11 25H2 update.
User 3: cannot select or zoom in map in Edge or Chrome, both are updated - did windows 11 25H2 update.
User 4: works in Chrome, not Edge, and Chrome but chrome wasn't updated - did windows 11 25H2 update.
User 5: worked in Chrome and not Edge but then stopped working in Chrome after Chrome updated - did windows 11 update.
User 1A: no issue, works in Edge and Chrome (new machine set up) - stopped working after chrome update
User 1B: intermittent issues in Edge (not tested in Chrome) eventually freezes (did windows 11 25H2 update) then machine is taken by IT for regular maintenance
User 1C: new machine, opened other manager apps in updated chrome, no issues. reopened initial app, no issues.

Edge is: EDGE Version 149.0.4022.80 (Official build) (64-bit)
Chrome is: Version 149.0.7827.201 (Official Build) (64-bit)

I've tried other Manager instant apps. This behavior doesn't seem to impact every Manager Instant app. Then I open those other manager apps both browsers, go back to this one, and then it works again. I can select and zoom. So something mysterious is like blocking function intermittently and it's not something that is cached.

App is shared with 4 other users. I am owner/admin. We are all in the same group with the map, and the layers in the map. Settings are all on appropriately for editing/adding for users. We haven't had this issue before last week, this app was created January 2026. No changes had been made to group membership or layers or maps or apps. But I reopened the app and republishing post Esri update last week hoping that was solution - which seemed so at first, but just for me and not others. Cleared browser caches no improvement. If there's an improvement it only lasts a few minutes and clearing cache doesn't reset.

I have reached out my IT to find out if we all have the same machine setups and if some recent Windows 11 25H2 update would be connected if that means anything to anyone.

@AzizaParveen1 I did remove that service and then I was able to select again. So even though it doesn't make sense to me, it sounds like the Manager select tool uses the basemap layers to perform some selection functions - and maybe there is some new compatibility issue with the request to the arcgis server for this map server. Seems like I do not have the issues with the Feature server. This is now in the hands of my DBA and web server manager to do a ticket.

Hi @Teresa_Blader I am so sorry to hear that you are having issues with Manager, I am not able to repro the issues you mention in Edge or Chrome, my machine has Windows 11, 24 H2.

You mentioned this behavior doesn't seem to impact every Manager Instant app, is there anything different about this app?

I think you are right about contacting your IT department regarding these issues. We haven't heard any such issue from other users, but I will keep an eye on. Hope these problems resolve soon.

You mentioned you’re at windows 11 24? That’s not a typo?

Only difference is that it has some layers turned off in the manager settings and that there’s only two used for managing. Theres some built in relationship classes published from Pro. That’s all I can think of. 

Since our organization timed this upgrade to  window 11 25 with this AGOL upgrade but not on purpose…it makes me wonder if there is some obscure compatibility that is causing the map to freeze up.

opening up the simpler manager apps seems to untrigger that. 


this behavior did not happen prior to Friday morning when it was reported to me by users.

it’s frozen for myself like 5 or 8 times, but unfreezes I continue to use it then it freezes again. Refresh, clear cache. Doesn’t work. Then I open simpler manager app…. Works…. Go back to original…. Works…. Until it freezes again.

made a duplicate manager app in case it’s somehow corrupted.

Here is a video of the behavior where you activate the select tool and nothing happens when you click to draw in the map.

It'll work in a browser and then stop working, it'll work in incognito mode and then stop working. Just super inconsistent behavior.

Thanks  for sharing more detail, my machine is at Windows 11, 24, no typo here.

Few questions

  1. If you go to the developers tool, do you see any console errors?
  2. Do you have large number of features, if yes how many?
  3. Is it possible for you to share your app with us?

If it is not publicly shared, I would suggest to reach out to esri tech support,  they can access your app securely and narrow down the issue. 

I hope your issue resolves soon.

Looks like after a week, the issue has resolved... magically. So no developer console errors to share 😢
There were two layers - one with 8,000 features, another with like 75,000 features (addresses) both hosted feature layers. Select was failing between them both. 

 

---- UPDATE ----- same issue again. I'm going to see if someone in IT can grab their developer tools console information.

@AzizaParveen1 here is a screen shot of the developer tools. Again - is so intermittent and clearing cache does not solve the issue. Browsers are all updated to most recent version for Edge and Chrome.

We have a service on our arcgis web server (that's in the maps basemap) that seems to get involved with the select tool? And there's something going on with that request maybe that's really intermittent? Our server is 10.91 (stand alone, not federated, but also inside of cloudflare). When I removed this service from the map, I could select again.

Thanks for sharing the details, unfortunately I am not familiar with these error messages.

Do you need that arcgis server service? If not then it is good to remove that service and if if you need it then I would suggest you to contact esri support.
