trouble signing into Insights

I have a user who I have allowed to access Insights and he the license to the app.  When he tries to sign in he get a page than says he does not have access to the app. 

Has anyone else dealt with this before?

I figured this out.  The user needs to have the Publisher role not the user Role.  Once I updated that it works great.
