Stand-alone Image Server

We currently have 10.7.1 ArcGIS Image Server that is a stand-alone site.

If we want to upgrade to 10.8.1 or higher can Image Server still be stand-alone? Is federation with Portal required?

Looking at documentation it states Image Server is part of ArcGIS Enterprise but it's not clear if it can remain stand-alone or if it needs to be federated with Portal to function.

The licensing roles of ArcGIS Server do not depend on whether they are federated or stand-alone.  That said, some of the licensed functionality is used by clients through Portal, which would entail federating an ArcGIS Server.  If you are currently using Image Server role to publish mosaic datasets, you can continue to do that with 10.8.x or even 11 with a stand-alone ArcGIS Server.
