Trouble adding Feature services to Open Data from ArcGIS Server 10.2

Hi,

We are trying to open up our data that we are serving through ArcGIS Server 10.2. When I add those feature services in ArcGIS Online and share them with the Open Data group, they don't show up in my Open Data site Data manager. The feature service als can't be downloaded from the AGOL item page.

Might it be possible that we need a newer version of ArcGIS Server for us to be able to have our data served in a downloadable fashion? I've noticed in documentation that the "extract" operation isn't available until later versions of ArcGIS Server.
