"Failed to create initiative"

Hello,

I have a problem about creating a new site on hub. When I try to create a site, system gives "Failed to create initiative" error. I have been creating a site without any problems. This is the first its failed, even though I try to it in the same way as I did before. Would you help me to understand and fix the problem?

This happened to me when I was trying to create an initiative with a custom role that was missing a privilege that, at the time, was required to create an initiative (Hub Premium).  I don't know that 'minimum' privileges required to create Initiatives is posted anywhere in the Help docs... Note that the problem privie for me has since been removed from being required.
